The Kansas Legislature has overturned the veto of the wacko-commie governorette who vetoed the CHL bill earlier this week.

Kansas now has a CHL law, though I understand the first license can't be issued until 1 JAN 07. Still a big improvement.

I read that the law goes into effect July 1.

Yes, but I also read that there probably won't be any licenses issued until January 2007. They have to set the system up from scratch, and it's a sheriff-based system, instead of centralized like DPS.

Anything they can do to delay the inevitable...

If its issued at the local level, then it doesn't (and should not) take much to get a certified, and generally recognizable, "temporary" permit system going till the main system comes online...

But then again I'm forgetting who they have to deal with...silly me...

If its supposed to be ready to go on July 1st, then the system should have been required to be ready to go at that time...

And how convenient that they (the govenor) don't want it to start working till January 2007...Is she up for re-election this cycle???

I'd still send her packing...ugggg, bad choice of words...

When SB60 passed in 1995 it technically became effective on Sept. 1, 1995, as do most statutes. However, it had a provision that any CHL issued before Jan. 1, 1996 would not be effective until Jan. 1st. Allegedly, this was to give DPS time to get their system up and running, but it wasnâ€™t necessary. As soon as it was obvious that SB60 was going to pass, which was the day it was filed (George W in the Governorâ€™s Mansion), DPS had taken the initiative to start researching CHL administrative systems with other states. DPS did a great job of getting the program going and could have started issuing CHLâ€™s by Sept. 1.

I have no idea what agency in Kansas will be issuing their CHLâ€™s, but if they havenâ€™t make some preparations by now, it will take a while to get it going. Jan. 1, 2007 seems a bit excessive.

I agree, I remember we had some folks who took the lead well...

Kansas, on the other hand, has been a big reinforced wall up to now on this issue...And it doesn't, or wouldn't surprise me that there would be some feet dragging to get with the program...

But I am glad they got it past the "one person" who tried their best to keep her citizens in line with hers and a few others idea that the people can't be trusted...

I really hope she is discarded in November if thats the case...

(c) A valid license, issued by any other state or the District of Colum-
bia, to carry concealed weapons shall be recognized in this state, but only while the holder is
not a resident of Kansas, if the attorney general determines that standards
for issuance of such license or permit by such state or district
are equal to or greater than the standards imposed by this act. The
attorney general shall maintain and publish a list of such states and
district which the attorney general determines have standards
equal to or greater than the standards imposed by this act.
The provisions of this subsection shall take effect and be in force from
and after January 1, 2007.
