Looks like a hoax to me. The only way I can think of to silence it would be to greatly reduce the amount of pressure in the charge, but then you would reduce the velocity. Other than that, it would take a some type of silencer in the shotgun.
I suspect they edited the video sound and that made it sound like a silenced blast. Either that, or the microphone on the video camera was busted.
