I agree with you...kinda. Your photo should let them know what 'color' you are but not about your ancestry. If I tell them that I am Polish will they know what color my skin is? No it will just tell them that I am Polock.
I think that I am related to the Polock who brought the car door on the desert trip in case either he, the white man or the black man got hot so that they could roll the window down.
IIRC... doesn't the FBI fingerprint cards only allow "white" or "Black"... because i remember them saying that asians or hispanics could choose which color they most resembled...
I seriously think you can send in a "C" or a "W" and the person logging this all in can figure that out.

The FD-258 card needs these categories in the "Race" box:
A Asian or Pacific Islander (a person having origins in any of the original peoples of the Far East, Southeast Asia, the Indian subcontinent, or the Pacific Islands; includes Pacific Islander, Chinese, Japanese, Polynesian, Korean, and Vietnamese)
B Black (a person having origins in any of the black racial groups of Africa)
I American Indian (a person having origins in any of the original peoples of the Americas and who maintains cultural identification through tribal affiliations or community recognition; includes Alaskan native, Eskimo, and American Indian)
W White (includes Caucasian, Mexican, Latin, Puerto Rican, Cuban, Central/South American, and other Spanish Culture or origin, regardless of race)
U Unknown

People who have mixed race origins can appear as one race, while having a vast majority of a different race. So the picture isn't necessarily accurate.
That being said, I don't know why the race thing is necessary... a picture is worth a thousand words. And if someone LOOKS like a white guy, describing them as african american or asian or something doesn't seem bright, or serve any useful purpose.
