From what I understand it seems to me it is better to stimulate thru tax incentives or tax breaks than to spend (or throw) tax dollars at a problem...President Reagan did this, and I'm pretty sure that worked back then...

IMO, because of the potential tax savings, certain emergency items like smoke detectors, basic first aid kits and fire extinguishers should always be tax free. Training in emergency skills should be at least subsidized; if the fire department makes a no-code run to investigate because someone had a fire extinguisher and knew how to use it, as opposed to an all-hands code-3 for a working structure fire, the reduction in cost and risk would cover training an entire neighborhood.

Having a tax-free weekend for emergency supplies is a great idea, but they should be that way all the time. Anything the government can do to encourage citizens to prepare for emergencies saves money in the long run. Emergency skills training should at least be a tax deductible expense.

For those who may have a Health Care Reimbursement Account at work, this is an easy (and income tax free) way to stockpile some first aid supplies. If you don't use up your account on medical expenses by the end of the year, you can draw down the balance on first aid kits/supplies and over the counter medicines.
