Operating Regulations???

Does anyone know how to obtain the regulations governing the operation of a gun range? Are the governed by county or state agencies? I am looking for resources for possible opening of a range.

I know the NRA website has information on how to set it up so you will meet certain regulations such as EPA and things of that nature. They may also have something that points you in the right direction as far as county, city, state, etc.
