HB 2730 removes DPS authority to suspend a concealed handgun license (CHL) for the holder’s failure to display the CHL to a peace officer on demand. It removes associated penalties and suspensions for the failure to display.
Two questions:
Does this apply with CHL holders that have just been approved "certificate active" per DPS website, but have not received their plastic in the mail?
If the certificate is listed as active starting today and you are pulled over, would a LEO show the same status in their database?

The answer is yes. In fact back in July that exact same scenario happened, and the poor fellow was given all sorts of grief, to the point of having to go straight to DPS to get it straightened out. What a nightmare for the guy.
Had that happened today, nothing would have come of it....but it was 2 months ago.
When the DPS says your license is active, then it shows up on the trooper's console also.
