Easy. Don't view each individual gravesite as public property. Rather, see it as "owned" by the veteran that is buried there.
They bought it with their service to their country. So while the cemetery is public property, each individual gravesite is "owned" by the person resting there.
Now, deceased persons cannot legally own property, so that is why it is 'public property'.

However, whether it is owned by them in the legal sense does not matter to me. It is theirs, plain and simple. They deserve it. :patriot:
