How long to receive instructor's packet?

Paid for application on the 7th of Jan, but still no packet. Called them last week and they said they will mail out another one. Still nothing. On the tracking website, all it said is packet mailed to applicant. I'm just wondering if it really takes a month to get one's packet.

From 1st call to my door was about the 30 day time frame.

My packet on the class is supposed to be on the way now & I have not seen it.
