I noticed that several of those fellers were carrying with an empty magazine in the gun. I would carry with no magazine in the gun so I could load a full mag quicker.

I'm out here in San Fran now for work and while I have not seen any open carrying, I have seen plenty of this! ^^

Only thing is make sure you don't take an over 10 round magazine into the state or you can be arrested for importation.

The California Roster of Certified handguns doesn't prohibit one from possessing a handgun not on the list. It essentially prohibits commercial sales of non-approved handguns. One can still purchase an "unsafe handgun" via a private purchase. Washington DC conveniently adopted this list after the Heller decision. Yet another reason I'm glad to be free of California.
