MN: CCW holder shoots at vehicle after fender-bender

In Burnsville, Minnesota (Twin Cities area), around 2:30 a.m. Tuesday, a man, "M," was fueling his car in a gas station. Another vehicle pulled in behind his and hit it. M, who had a concealed carry permit, pulled a pistol and pointed it at the other vehicle. The driver struck M's vehicle again, then started to pull away.

M reportedly shot at the vehicle four times with a .40-caliber pistol, injuring a 15-year-old girl.

M was arrested and charged with four counts of second-degree assault.

He is reportedly a 29-year-old veterinary student. He had previously "stirred fear and concern ... by going into rages and pointing his hand at others as if he were going to shoot them,..."

Gads, this is one nutcase. He obviously has extreme anger issues. How in the world was he able to get a CCW permit?

And....."Chronic"??? He ran away leaving the woman & the 2 teens. Police are looking for him as a probable witness. Hmmmm. I wonder what's up with that? Maybe not all is as it seems on first glance.

Assuming that the report of his earlier behavior was correct, it is still possible that he had a clean criminal record or lack of disqualifying offenses.

Not every state is as rigorous as Texas regarding misdemeanor convictions. I don't know what Minnesota's requirements are.

The reported behavior of the SUV driver sounds like someone who might not have wanted to be interviewed by the police at 2:30 a.m.

+1 He hit Rollins' car parked hard enough to make the trunk fly open. I wouldn't draw for that, but I'd definitely be on high alert. He then rammed the car again, at which point I would definitely see it as an assault with a deadly weapon. Since he then managed to "steer past" Rollins' car, he must have been backing up at some point in there, (unless he was ramming hard enough to shove the car forward several feet each time) so I have to wonder if it was after he backed up (from the first hit) and put it in drive again that Rollins drew, anticipating the second approach.

Based on his driving, I'm guessing he's either a chronic car crasher or, maybe more likely,
his smoking habits would fall under Sec. 481.121 of the Texas Health and Safety Code.
