There is a lot going on in this video.

The LEO who gets wounded loses his sidearm, and scoots away
into the brush to get away from the driver who shot him. No mention
is made of a BUG. It appears that he didn't have one.

The other LEO's start to engage the bad guy, but a real question
mark here is "where is our partner?" They are shooting towards
the bad guy, but that's also the same general direction in which
their fellow officer is hiding. Rule 4 is "Always know what is behind
your intended target."

The officer who uses the telephone pole for cover approaches the
Silverado, and it's lucky that other people inside did not shoot him.
The right front window is opaque due to being smashed, whereas
the smaller window in the extended cab appears to be tinted.

Then when the BG finds the wounded officer's gun and starts engaging
the LEOs with it, the closer LEO uses the right rear wheel/axle for cover and
shoots under the truck. Note that the officer is holding onto the truck's bed
with one hand, while shooting with his strong hand alone, while at an awkward
angle peeking under the truck.

I didn't count the rounds in this encounter, but it was a lot!!

I would think, in this instance, training would come in to play. Now, I am not a LEO, so take this with a grain of salt.

The officer who was shot was very low to the ground when he went down. It also looked as though he rolled even lower initially. The officers *HAD* to take this guy down or he could have killed the officer he shot. They knew there was a risk, but their aim and training would come in to play...

That's my $0.02 anyways...

According to a news story I dug up, the teens had a .45, a 9mm, and a BB gun.

What is not shown in the video is that apparently at least three of the occupants did in fact leave the vehicle and laid down per officer's orders on the driver side of the vehicle -- thus can't see them in the video (some earlier accounts say all four, but I believe this is mistaken). The shooter's girlfriend was still in the front passenger seat. While one cop was getting the first aid kit and the other (Sutcliff) was walking around from the pax door to the driver's side, the shooter surreptitiously got the .45 out of the truck. When Sutcliff came around to the driver's side the shooter started shooting.

This kids had been on a long crime spree in several states, stealing the truck, driving off without paying for gas, and smoking dope along the way.

As for Rule 4 -- unlikely that one can always get the perfect background. Like pretty much everything else, have to make a quick judgement of the probabilities -- do I not shoot back because there might be someone behind him, or do my darndest to shoot straight vs how likely I am about to get killed? Having an occupied school bus as a background might be a different situation than having a couple people down the street (or your partner crawling around in the woods).
