I think he changes parties with each administration change-over. Not sure.

He became an Independent (on paper) to keep his Senate seat, after the state Democratic party set someone else up to replace him because of his Iraq War vote (IIRC). Even though he "switched" parties, he pledged to still caucus with the Dems, so he never really left the Democratic party - as with all things politics, it was about survival within the machine.
