In Atlanta, Georgia, today, an off-duty uniformed officer observed an apparent robbery taking place. One of the "suspects" shot the officer, who was wearing body armor. Two suspects then physically attacked the officer. Witnesses attempted to intervene before backup arrived.
The officer is expected to survive. Three suspects are in custody but have not been charged.

Inquiring minds would love to know why the intervening citizens weren't shot as well. Did the BG run out of ammo or were the citizens armed?

Going on the very little amount of information available, I would guess that the bad guy's weapon was empty or disabled and the bad guys went to street-fighting mode.
Quite a few criminals have piece-of-junk weapons, because that is all they can get their hands on, and they don't know how to operate what they have properly.
