Is this like the pay it forward thread? If someone takes a kitten do they have to offer another animal?

As for the Low cost Spay & Neuter place mentioned during kitten pick up, here's the info. The name of the place is SNAP (Spay-Neuter Assistance Program), and here is the website with their info.
