My brother in law applied a while back (5/11/2010 on the receipt). He is still pending on background check. This just seems like way too long at this point. Keep in mind that there are no "hickies" on the background to worry about. He is going to send an email tomorrow to inquire about the time.
Any opinions on what could be going on, or how he should proceed?

11 May to 19 July is a little over 60 calendar days. Does your BIL have his PIN?
If it were me, I'd try to get somebody on the phone tomorrow afternoon when they may be at their workstations, after describing their weekends to each other all morning, and ask that someone whom I should contact regarding my application. Once I had a name, I'd consider the e-mail thing.
One thing about wheels: the squeaky one either gets greased or replaced.
