....What makes you think he failed? Many departments have officers qualify annually.

I don't think I've ever seen a civilian ND victim called an idiot on this board....

I've had hit/been hit by another vehicle, but I'd say I have a much better chance of that than I would of shooting myself by accident.

I strongly believe that unnecessary rules are one of the greatest hindrances to becoming a compliant shootist. People will make mistakes, and you will never be able to completely eliminate the danger. The best place to be is on the edge of your comfort zone or just outside it, if you're too far outside your comfort zone you will either not learn anything, or hurt someone, if you're well within your comfort zone, your not learning as well as you could be.
