Locked? A revolver? Who would carry a revolver locked?

I'm guessing it's a translation misnomer or similar.
I deal with these all the time, part of my wife being from Scandinavia XD
Phrases, sayings, or colloquialisms they use, when translated, make no sense to us in english.
This is even more likely if he actually gave the interview in English, and isn't a native speaker. My wife says things sometimes that leave me scratching my head...

Possible real meanings:
It WAS Locked, as in 'cocked and locked'.
The Safety wasn't on (Locked), maybe a SA Revolver with a safety?
The trigger wasn't locked.
It wasn't 'locked' in a holster.

These are just ideas I came up with.

Then again, he could just be an idiot, and said, and meant 'locked'

Maybe, but I have three of those, and none of them are carried locked. That makes no sense. I'm inclined to go with dicion's "lost in translation" explanation.

Locked or not locked in any translation, it sounds like the commissioner is blaming the gun and not the shooter............

At least till they get back to the police station.
