Requirements for Change of Address confusion

Okay,
I'm trying to fill out their CHL-70 form to change my address from my Texas to Louisiana address.

I'm a little confused to what they are asking for:

They need:
1) checked Modification of License Action Type (does this mean change of address too?)
2) two recent color passport photos, a signed photo holder (this means a trip to Fed Ex Kinkos to get snapped)
3) and ORIGINAL copy of the NEW h andgun proficiency certificate (This is where I am confused. Do they want THE copy that the CHL instructor gave me 2 years ago when I got my CHL renewed that I keep in MY file OR can I just make a copy of that on my copy machine and send that in OR are they wanting me to go out and retake the whole dang course and be issued a new certificate just to change my address?)
4) they DO want the current CHL returned right? Can I still carry my gun in the meantime using my Florida CHL (even thought he address is still the old) along with carrying my change of address form? I'm going from Louisiana to Houston this weekend and I just got my DL changed from Texas to LA address.

You only check the fourth box down in #2 - Address, then fill in your new address. Make a copy of your LA Driver's License, front and back. Enclose that and $25.00. The other stuff is if you were changing from a "Non-Semi Auto Only" to "Semi-Auto" license type. I assume you already have a SA license.

Do I send the old CHL back too or do they want that later (or at all)? If the latter can I still use it while I'm waiting for the turnaround?

I think you wait to get the new one, then destroy the old one. I believe the only issue is if you're caught with two "valid" ones on you.

You can also handle the change of address online. When I did mine, it took about a week to get the new card in the mail. In the meantime, I carried under my existing plastic. The cost was the same ($25.00)

I'm not sure about changing the address to an out-of-state address, but I'm sure it's not much different.

I was amazed at how quick and easy it was to change the address...far easier and quicker than changing my driver's license...that was a 4+ hour process at the DPS office (Couldn't do that online...all Commercial driver's license business must be handled in person).

Unfortunately you can't change to an out-of-state license on-line; you've got to go the old paper route. Same if you move back to Texas, the system only recognizes Texas DL & identification cards.
