No record of arrest, yet I know I was.

Hi guys new here and Iook forward to participating.

A little backstory born in Mexico while parents were on vacation grew up in El Paso and have recently moved back after being in California for a bit. About 2 years ago while in California I took and recieved my Utah CCW, since I was born in Mexico, I had to include a copy of my Naturalization Certificate, which I know I will have to do for my Texas CHL as well.

While growing up I was arrested 3-5 times between 89-92(in El Paso) for unpaid parking tickets and speeding tickets. I never saw a Judge, I was just taken to the sub station and once I paid was let go. One time I didn't have the $250 and was sent to county jail for 4 hours where I was fingerprinted and photographed before my friends could come up with the money to get me out.

Knowing I would have to provide documentation for this on my CHL application and not remembering exact dates or years even, I contacted the County Court, who told me they had no records of Class C traffic violations and to contact EPPD and ask them to run a arrest record. I went to the local sub station(the same one I had been to when arrested) filled out the paperwork, paid the fees and a few days later received a document that stated no arrest records on file.

So my question, do I even mention this, or should I basically mention the facts that I have here and include the letter I received form the El Paso Police Department.

Since you have the paper to prove that there was no arrest. Write it as it is. What happened, what you did to retrieve the arrest records and there is no arrest records as per document you have. Send a copy of everything and good luck.

Always be sure to mention any arrest on your application. Provide the documentation that they have no record of it.
Should you not list it, and it turns up in your background check, it will be a lot more hassle.

I wanted to give you a little update and to thank you guys for the information.

I contacted the DPS explained the situation as I did here, and they gave me the same information you gave me. Include a letter explaining the situation and a copy of the arrest record.
