I've checked the board setting and there's nothing there to indicate an auto-open feature. I know Windows Vista and Windows 7 has a "feature" that presumes you want to left click if you leave the cursor on a link for a certain length of time. Perhaps this is what's going on.

The only thing that can Open in a manner that could be considered automatic in PHPbb would be the popup notice for Private Messages. If you want to disable that click on the "User Control Panel", then click on "Board Preferences", and finally select No for "Notify me on new private messages:"
