FBI and NCIS are different agencies. They probably run different background checks.
This will only hurt a little. What comes next, more so.

NCIS stands for both a TV program and the Naval Criminal Investigative Service, an element of the U. S. Navy. NCIC (National Crime Information Center) is an element of the Department of Justice, as is the FBI, and it shares management with the FBI.

I reckon that I, from the beginning, construed "NCIS" in the OP as being a typo, with "NCIC" intended, otherwise it just did not make any sense in context. If indeed the OP meant NCIS it would be a confirmation of the posting being so muddled up that extracting meaning from it would be even more frustrating, as well as leading to misunderstandings, always the case when assumptions have to be made as to what was intended, but sloppily stated.

I still await clarification by the OP.

I originally thought the OP meant "NICS," and probably should have asked. Since misspelling and typos are so common on the Internet (and emails), I have almost come to expect it (which is also not a good thing for me to do).
