UTG Rail on my Vector AK

Ok I've had this quad rail for a while and decided to finally put it on on my Vecotr. I'm wanting to attach a Surefire light with GG&G forend and a Burris Fast FIre. I thought everything was going together well but then when I went to put on the top part of the rail I noticed it does not want to fit. As you can see if doesn't go down really far enough to engage the threads well and I'm worried about not having a good solid mount for the Burris. The top mount is as far down as it can go and so is the top as you can see. However looking down the barrel you can see the gap in between the top and bottom rail. Is that normal? Am I doing something wrong in the install? I didn't file anything and I'm thinking it just doesn't work with my AK. Once again the AK is made by Vector who I believe is not out of business but made very good AKs. It's an underfolder and this is the only mad I've done to the rifle.
