...it's not issued...you have to pay for it...I got mine for places that want a second ID and aren't so picky...they are prepared by the same folks...as is the CHL...it just LOOKS different on the face, so they take it some places without even considering that fact...bureaucratic nonsense, inconsistency, and arbitrary rules...differs from one teller to another, much less one branch to another...but they got the money...soooooooooooooo...if it weren't legal...they wouldn't sell you both...and they like the money....
The use of the term "issued" does not imply either "automatic" or "free". Licenses and ID's are issued by various state and federal agencies. In order to get one, you often have to apply and pay a fee. And in the case of CHL's, there are additional requirements.

...that's the thing that makes it so tough at banks...there's no way you know what to expect....the State should either dictate what they accept or at least regulate that it be uniform across the state...bank to bank and branch to bank...that'd take the confusion out of it and you'd know what would work....

I don't think the State can. I believe that the whole issue is personality-driven, and varies from person to person, bank to bank.

How about instead of letting some "higher power" of banking decide our fate and ability to CC you just choose a couple branches in the areas you frequent the most, that aren't posted, and just stick to those locations.
Also, I rarely have to go inside to do something that can't be handled in the drive-thru or at the ATM and thats the way I choose to conduct business so it's really not an issue for me most of the time.

...drive-thru works well unless you are cashing a customer's check at his bank and don't have an account there...then the bank requires that you go in...and the multiple IDs come into play...
...BTW...found out the regulation of what's necessary can't be done because the national banks are controlled by the Office of Comptroller of the Currency...are not required to cash checks for non-customers, so there are no regulations for it...I guess the best we can do is find a friendly one and stick with it as much as possible...

I've always been fond of the small town banks that aren't all over the place. They are generally more friendly inside and dont have all the big business policies they have to abide by.(sometimes)

If it had been me in that situation, I'd have gone back to the car, secured my gun, gone back in, and walked up to the manager and said in my loudest voice, "GIve me all my money, NOW!" Might as well do what they wanted to avoid in the first place -- scare all the other customers

Last week I was making a withdrawal from Chase Bank and the teller needed to see my paper driver license renewal which had been a casualty of a recent dryer incident. I told her that I had lots of stuff in my wallet and fumbled through, muttering, "credit card, student ID, CHL, organ donor," and while I was muttering she told me that a CHL would work. I didn't even consider using it; I thought my TX State ID was gonna' confirm my ID. She looked at it and said, "Looks just the one my dad has." I told her that she needed to get her own, and she told me that I sounded like her dad.

When I set up my Chase account here, I was asked for secondary ID. I immediately provided my Utah CFP (before I got the CHL). The (female) banker only remarked that it was the first time she'd seen a concealed permit from another state. She didn't bat an eye about it. Must be something good in the water at Chase...
And I must say, my branch has given me nothing but exemplary service so far.

Wrong! it is never ok to have the govt issue more rules and regulations. I would rather take it upon myself to learn the banks rules than have the govt step in.
Speedsix you are in timeout for suggesting more govt bureaucracy! I want you to go to the board and write the Constitution 20 times.
this one would be kinda like the 30.06 law...lets a po' boy know where he stands...and puts the reins on the banks...but it ain't gonna happen anyhow...seems they're doing us a favor to obey their customer's order to give us some money... the bureaucracy's already in place...be nice if they did something to help US...
