What is done with your old CHL.
I just received my new CHL; this is my second renewal. The new CHL came in an envelope by itself with no instructions on what to do with the expiring CHL. I heard that you are supposed to return the old one to DPS. It seems like if that was true there would be instructions and a return address with the new license. I don't remember what I did on the previous renewal. Perhaps, one of the CHL instructors on the forum could answer this question.

You may simply cut it up and discard it just like you would an old drivers license.

Yes, just destroy it. Expired licenses do not have to be returned.

IIRC, the reason you had to return a duplicate/change of address license is that the card you are replacing is still "unexpired". That is, the old card had still not reached its expiration date and you would be in possession of two "valid" licenses. You wouldn't need to return an expired license because it's no longer usable for anything beyond its expiration date.

Thanks for information....I didn't mention that it was the instructor in my renewal class that told us we had 30 days to return the old license or if we didn't our CHL would be suspended. I had never heard that before. This same instructor gave other bad information during the class. For example he said that The Castle Law is the law that allows you to carry a gun in your car without a CHL. He never mentioned the Motorists Protection Act which is the correct law.

As far as I have been able to read, the statutes and state administrative rules are silent on what to do with an EXPIRED license.
However, if you receive your renewal license before your current one expires (which should be the case most of the time nowadays), then you do not have an expired license, you are holding two valid Texas licenses to carry a concealed handgun, and that is forbidden by Texas Administrative Code, RULE §6.14, which states:
"A license holder may not possess more than one license to carry a concealed handgun issued by the department. A license holder who requests a duplicate license based on a change of name or address shall destroy the old license promptly upon receipt of the duplicate license."

(Note that it is not correct, as stated in a previous post, that you must send back a duplicate license -- you only need to destroy it.)
So technically you should probably destroy your old license the minute you receive the new one, even tho it is not the name or address that changed, but only the expiration date.
Having said that, I have never heard of the DPS raiding anyone's house to search their scrap books or the top drawer of their nightstands for old licenses, or even duplicate license.

Cut it up or keep as a souvenir. The only time you have to return the license is when you have a change during the term of your license. ie. name change, type of firearm change, etc.

The rules are
Modified = upgrade NSA to SA = return old license to DPS
Duplicate = change name or address = destroy old license
Renewal = 5 more years = no action needed for old license
The rules also put a time limit on issuing licenses, a rule which DPS has violated.
So they have to arrest themselves first, if their rules mean anything.

Sec. 411.184. MODIFICATION. (a) To modify a license to allow a license holder to carry a handgun of a different category than the license indicates, the license holder must:
(1) complete a proficiency examination as provided by Section 411.188(e); and
(2) submit to the department:
(A) an application for a modified license on a form provided by the department;
(B) evidence of handgun proficiency, in the form and manner required by the department;

Here's the answer from DPS:
"Modification of a license must be returned to the department within 30 days of receiving new license. Regarding the Change of Address/Name those old license may be discarded by the applicant."

I'd put it in my pile filled with old DL's, old company IDs, old school IDs, passport photos, Costco cards, and baby footprints. Do I like looking at myself? Am I weird??
