
I had them all sign yesterday just to avoid any issues.

It should be obvious (to an instructor, anyway) that the misnamed "photo holder" still needs to be signed, as that is where the signature comes from that is printed on the license. It USED to be that one photo had to be signed by the party taking the fingerprints.
That is NO LONGER required.
It IS still required that the applicant sign the photo holder.
The form you print off and has the signature space.
They have the right information it just is a little confusing when

I am well aware of what USED to be required and how it changed to what was currently required. I saw the checklists myself and it asked for signed photos. It doesn't seem like rocket science to have the checklist worded correctly when it prints out.
