Past offense question

Past offense question
Back in 1995 in Washington state I had a few fines that I forgot about and never paid. I contacted the county clerk and the courts had wrote them off as uncollectable and closed them. So is this something that could disqualify me for a CHL?

3 were for vehicle and one for theft 3rd degree a gross misdemeanor. I am waiting on a response from them to see if I can get these paid off.

None were for an arrest.
