Who should I contact about this location?
From what I can tell, this is city owned and there is a Gun Busters sign at the entrance which says something along the lines of "firearms prohibited, you will be arrested for trespassing"

Just ignore it and walk on if they just have some silly gunbusters.

As for being arrested for trespassing, they'd be welcome to try, but it's kind of like handing the accused a winning lottery ticket.
I don't fear guns; I fear voters and politicians that fear guns.

Now if they ever post a real 30.06 sign, ask again and there's a form letter and such to get it removed, otherwise, it's probably an enforceable trespassing sign for unlicensed people, but doesn't concern us.. 30.05 Trespassing exempts licensees,

Of all places it was advice in a sermon originally, about "context".
As each letter/Epistle says (or implies) TO: ...
Otherwise, you end up reading mail not addressed to those in "your" situation and end up with ...

So, context is important, and don't read other people's mail and think it applies to you.
