I'd prefer to keep it at the state level. I fear any good from this will eventually be turned against us. Once the Feds establish the precedent of regulating CC nationally it will become part of justification for restricting or eliminating CC nationally. At a minimum the ultimate likely outcome will be national regulations that are as restrictive as the most restrictive state regulations.
