FBI?

Does DPS still send fingerprints to the FBI? If so do they wait for a response before issuing the license?

Yes and yes. The FBI check is required by statute (GC 411.176).

I think the difference now is that the prints are sent to the FBI electronically instead of sending paper with ink on it.
