According to this page, the city of Austin parks department owns Waterloo Park:

I'm not familiar with the place, though probably I walked by it without paying attention. It's within pitching distance of the capitol.
Cities are prohibited by state law from banning CHL holders from city property where CHL is otherwise allowed (not a court, jail, etc.).
They always have a no-weapons policy. Otherwise it would be legal to bring in a shotgun or rifle, which might upset the faint-hearted.
The interesting question is whether they have metal detectors or random wanding. If they don't, you're good to go. If they do, there then is the question of whether the security personnel have been instructed properly. This was a problem at Mardi Gras in Galveston this year.

I wouild carry. If they are wanding at the entrance you can always go back to car or leave. I seriously doubt they are paying any attention and this is only a response for their insurance.
