As a NM CHL instructor, I can answer the various questions and bad information posted so far....
First, the qualification is 25 rounds at a 12x18 target. 15 rounds at 3 yards and 10 rounds at 7 yards for a total of 25, four points per round.
Minimum to pass is 72, meaning you can miss 7 and still pass. The vast majority of my students get a 96 or 100 with a .45 ACP 1911 and .45 ACP revolver.
There are three categories for qualification: semi-auto, revolver and derringer. To carry any gun in any category, you must qualify with a gun in the category.
There are also caliber limits for each category. Whatever you qualify with in any given category, you may carry that caliber or below, with a minimum of .32-caliber.
For example, if you qualify with a .45-caliber 1911 and a .45-caliber revolver, you may carry any semi-auto or revolver .45-caliber or below. If you qualify with a .50 AE Desert Eagle, but no other gun, then you can carry any semi-auto of .50-caliber or less, but no revolvers.
As for how often one must qualify, it goes like this: a 15-hour course for initial issuance, a 2-hour refresher after 2 years, and 4-hour class for renewal and then refreshers every 2 years and renewals every four years after that. Supposedly they were going to invalidate permits for people who forget the refresher training, but in practice they are not doing it. But, if you were to get in a shooting that CHL file goes to the prosecution and they could try and use the lack of required training to try and pin negligence on you. Then they'll have a field day in the civil suit. It's legally a far better idea to get the 2-year training.
The thing to remember about New Mexico is that it's pretty gun friendly, but we've had a democratic legislature since the Teapot Dome scandal. Every time something good gets through the house and senate, it never survives unamended, and it takes stupid things like the refresher to get enough votes to pass. I'm glad we have a CHL program with a refresher requirement instead of being like Wisconsin, all OC and no CC.
Oh, watched the video and that was NOT her CHL qual. But, it does show how much cooler NM CHL classes are than TX ones
We are required to do 15 hours, and once we get the required stuff out of the way (8-10 hours), we can use the time for some fun stuff like shooting steel or doing stress courses.
Personally, I like to have students shoot at multiple paper targets after a 50-yard run while I yell random double-tap and Mozambique drills, and then show them how far off they were on the head shots to encourage them to practice more.
The governor is actually a very good friend of a friend of mine, Sharon, who lives in Santa Fe. She and her husband John were going to go shooting with the Governor and the First Husband when John suddenly passed away.
