CCW and MPA SB 321 on Federal property
No I do not want to be a test case, and yes I understand the federal property prohibition, but have a question on CCW and MPA in what is a gray area to me. The Army-Air Force Exchange Service, AAFES, headquarters is located in Dallas. They have a Commanding General, US Gov license plates, DOD vehicle stickers and ID cards. The employees are not paid by taxpayers, but by the earnings of the exchange. I haven't seen any US Gov't Property signs or anti-gun signs on the fences or buildings. This HQ is not located on a military base. AAFES has paved, access-controlled parking near the building owned by AAFES. Across the street is the "outlaw" gravel parking lot for those that do not want to maintain current registration, inspection, or have expired DOD parking stickers on their vehicles. This gravel lot is leased from the city of Dallas and access is open to anyone. I would be interested hear the arguments for or against this leased outlaw parking lot.

There is a sign on the gate from the contractor lot (gravel) not sure about the others. It is fed prop and definately prohibited for carry on premises.

My understanding is the contractor lot is leased from the city and would be ok to disarm and lock up in vehicle.

Umm, if its leased from the city, then it is city property, and cannot be 30.06 posted. Now it the lessee is the Federal Government, that does present an interesting situation, but my opinion would be that they still couldn't post it. HOWEVER, if they (the Feds) THOUGHT they could, they could sure make life miserable for you while it's sorted out.
Just my opinion, however. Might not be worth what you paid for it...

I've never heard of a car being searched at the leased gravel lot. They have and do occasionally search vehicles on the paved lots next to the building, but mostly that is reserved for threatcons B and C.

The parking lot would fall under the arm reach of the language in 18 USC 930(g)(1) for 'leased' facilities. However - I agree with the folks above - how many vehicles are being searched on the lot? I wouldn't (personally) risk it - but only because I am intimately familiar with the morass of the Federal legal system. Keep in mind however (since OP's thread title identifies it), a State issued concealed license nor the motorist protection act is respected by the Federal government and will not be a defense (unless specifically recognized like was done by the Department of the Interior regulation changes, etc.).

The term "Federal facility" means a building or part thereof owned or leased by the Federal Government, where Federal employees are regularly present for the purpose of performing their official duties.

I have been there 7 years and do not know of any time cars in that lot have been searched. The security company drives through several times a day in the golf carts, but they are mostly watching out for thieves getting into the lot - there have been several catalytic converter thefts over the years. The lot is not posted with any signs, there is a guard shack, but has been unused for several years now.
The only area's off limits might be the company owned lots which do have guards at the entrances and the grounds and building inside the secured fence. You have to have a DOD/AAFES parking sticker to park in those lots.
The area this building is in can be sketchy and I get a little nervous when I have to stay after dark and walk the 50-200 yards from the secured area to my car.
