That is a truly awesome story.........a real microcosm of what is right (and wrong) with our country. (I guess it is true that the scariest words are "we're from the government and we're here to help"). Not only do local folks do it 100 times better, they have to fight the government to get it done! Fema is one more example of an over bloated expensive, wasteful, intrusive, and totally worthless government program.
