This is what happens. I'm not going to go into the political implications of Occupy, ect... and how they relate to this. I will say that if you bring a gun out in public like that, fire off a round close to people, and mess with the police - your gonna get smoked. He is lucky to still be kicking.

An awful lot of shots fired, including one that impacted the pond quite a distance from him (and who knows whether or where it ricocheted to) and he's in the hospital with "non life threatening injuries"?

The guy with the rifle has to be nuttier than a pecan pie...those on here that know the things I post also know I am ALL FOR firearms rights, but this guy was pointing the rifle AT HIS OWN HEAD if I saw that correctly...nice to see the sort of fine folks those Occupy things attract...now, how many violent incidents have happened at Tea Party rallies again? Yeah...just sayin'...

The simple answer to the money question is to have a negative bonus (pay cut) for employees who can't meet the standards. Or they can cut salaries 10% across the board and pay a 10% bonus to employee who meet enhanced standards instead of the bare minimum standards. Like many companies that pay extra for industry certifications.
Employees can train on their own time and their own dime. Same as I do. Same as many taxpayers do to stay current in our jobs.
