I think you'll find that, especially with school district police departments.... kid on kid... it's taken seriously, but adult on kid... IT'S TAKEN SERIOUSLY.

I get it to go through all the time, tagged a guy with it and obstruction just last week. The "father" that was yelling his THREATS while pounding his fists into each other in a punching motion did so with the INTENT to place the juvenile IN FEAR OF IMMINENT SERIOUS BODILY INJURY.
there is a grave difference in "i'm going to hit you in the face" and "i'm going to put you in the hospital by beating you."
I too would agree with Class c Assault by threat if it wouldve been as simple as "hey touch my daughter again I'm gonna "touch" you." But from the info we've been given the "father" went into great detail about the methods of assault he was going to use and to which severity he was going to use it. I think the terroristic threat is the perfect call for this situation. I would also look into having him criminally trespassed from the school and a possible TRO with the kid and his family.
