it is because of the way the law is worded. The law defines the term "illegal knife" but just as a term to use for a collection of specific types of knives. So, it is legal to have the knives on your premises and sell them. It is legal for you to have them at home. And then even were smart and made it legal to carry them if it was incidental to being a curio or in a collection. No definition of what a curio or collection is, so you can legally take it home from the store even if it is the first sword in your collection.
