I filled out the application online, and completed L-1 fingerprinting and photos prior to taking the course. Took the course on April 13, and drove 2 blocks to the post office to mail packet directly from completing the course.
Figured it would only take until the 16th for DPS to receive my packet, so started to be concerned after 2 weeks and online said they were still awaiting my documents.
Finally on 4/29, status changed to all received and background check review in progress.
By watching other posts, I have come to understand that I should not look for the background check to be complete until at least the middle of May.
Will post again when status changes.
Status change: Checked this morning and I went to Manufactuirng Pending
So my calender looks like this:
4/13 Mailed completion form with on line registration and fingerprinting already completed
4/29 Background check review in progress
5/18 Manufacturing Pending
So 5 weeks to complete all paperwork, and expect (hopefully) to have plastic by next weekend.
My instructor indicated it would be 4-6 weeks, and it looks like that's about right.
Will post again when plastic arrives.

You pretty much have the timeline right. There are some very lucky people who have much faster times from mailbox to mailbox, but it is certainly not the rule.
