Short answer is that is because they aren't carrying under the CHL statue.

They have express permission from the owner and control the area they work in. You will notice the smart employees use CHL any time they step outside the store.

You are forgetting the "under your control" portion of the law. I'm certain that most (if not all) gun store and/or range employees are granted control of the facility by the owner/manager and can therefore carry openly w/o issues.

Correct, but only if they are in control of the premises. (See TPC §46.02(a)(1).)
