I did call Utah BCI and several people had no definitive answer. She said that we have a reciprocity agreement and I read her the .PDF http://www.txdps.state.tx.us/rsd/chl/le ... eement.pdffrom Texas DPS website but she said she can't tell me what Texas will do other than the information available. She was incredibly nice but said she just doesn't have that information. So, some random Texas DPS and some random Utah DPS employee can't tell me "for sure" either way what the other state will do. Utah BCI did state that my address change will not do anything at all. My license is valid regardless (unless I choose to break the law). I also talked to an investigator here who said he thinks I should be good (as far as Utah is concerned) and the way he read the reciprocity agreement was the same way you guys have. I should be fine to carry, but "confirm with Texas". However, I am on permahold for Texas DPS for an investigator. And then I am putting this dead horse in the ground.

The Texas DPS website has PDF files of the reciprocity agreements with other states. You can read the one for Utah and know for a fact if it differentiates between resident and nonresident licenses.

BCI stated they will change the address on your license to Texas, and even though you don't have a Texas CHL they will not revoke it. (Note: I don't think they will allow you to RENEW your license when it comes due without a Texas CHL).
So, since your Utah license will still be valid once you change your address, Texas will honor the reciprocity and you are good to carry on a valid Utah non-resident license.

I would suggest you work on getting your Texas CHL so that when you go to renew your Utah license when it expires, they will renew it for you.

Follow the link. Read the agreement. As long as your Utah CFP is valid than it's good in Texas. As Keith said above when you move here go ahead and get your Texas CHL. You can carry in Texas with the Utah CFP as long as it's valid. With the Texas CHL and Utah CFP you have a few more states that will allow you to carry, but if you live here you cannot renew you Utah CFP unless you have a Texas permit.
Print the agreement and carry it with you. There is nothing in Texas law that says that they do not have to honor a Utah CFP when carrying a handgun in Texas as long as you obey Texas law as it applies to conceal handgun carry.
