Okay I have a good young friend - who is 25yrs old - as a juvenile 15ish he plead guilty to a residential burglary thing in another State - but was told if he completed his community service and probation that his record would be expunged. He was eligible to enlist in the Army . Since he completed his probation in a satisfactory manner
He is now wanting to get a CHL and handgun. Can this be possible?

Yes, it is possible.

It's possible but it depends on the actual disposition. Burglary of a residence is one of the crimes where a deferred adjudication counts as a conviction until pardoned or legally expunged.

As I said it was expunged (by the disposition of his satisfactory completion of probation) and it was a bit over charged - because the house was vacant and other than breaking a few light bulbs - no other damage was done - seems like it should have been charged as criminal trespass and perhaps vandalism.

If he made it through the Army's enlistment requirements, he apparently was no longer on the hook for the crime. They do not like unfinished business.

First, if he tries to purchase a handgun, the NICS check should be the first indication. If he passes, then it is still not a 100% guarantee on the CHL. If he decides to go after the CHL, then he needs to get a copy of the disposition from the county the incident happened in and then list it on the application and send a copy of the disposition along with it.
