This guy is in the right, but these two clowns give him a very hard time. I can see the one cop's point about the element of surprise, but that has nothing to do with the law. I like the point the guy brings up about drivers and drivers' licenses...

That cop really had some kind of chip on his shoulder. I hope the guy forwarded that video to his supervisor. Seemed very unprofessional, especially at the end coming into the barber shop and talking to the shop owner, dragging him into the middle of it. Seemed at that point to be intimidation.
Of course, had the guy just said "oh, ok" when the officer told him to cover up his gun and then pulled his t-shirt over it, and carried on maybe he would have spared himself a lecture. As soon as the officer is out of sight he could have just uncovered it and carried as usual.

Again, I agree. However, I also understand his point in taking a stand.
And I agree with you too Wild Bill... I have been there for a while, and it's not bad to visit, but I wouldn't want to stay!

I worked and lived around Philly for many years. Like Chicago, the LEOs in Phila. "run to the beat of a different drummer." As with anyplace else, there are a lot of dedicated people. One of my accounts was the police offices in City Hall and I met a lot of them. Outside of there, particularly in both South Philly (where I also worked for quite a while) and in North Philly (where I only visited a few times, the atmosphere was quite different.
I've been wondering if the OP in OK was going to end up the same way. Generally the people in PA are not hoplaphobes - until you get around the cities. Phila is much worse than Pittsburgh in that regard.
