Unless Oklahoma has a different legal system that rest of the country, I don't think that it's up to the police officer to determine the amount fine. Maybe that's the maximum penalty for Oklahoma law, but IMO the judge is one who would pass sentence.
Up until last November, urinating in public go you on the sex offenders list.

A police officer who wrote a $2,500 ticket to a mother on a public urination complaint against her 3-year-old son has been fired, City Manager Jim Crosby said Tuesday.
Crosby said he fired officer Ken Qualls on Friday, following a hearing Nov. 14.
Prosecutors at the Canadian County district attorney's office declined to pursue the case against the mother, Crosby said.

I don't know if this is still the case or not, but when I lived in Paris, France as a child, there were actually designated public urination places along the sidewalks overlooking the Seine river. They were located wherever there was a 90º angle in the safety wall, and each was sequestered by means of a semi-circular wrought-iron barrier which could be peed through, without anybody accidentally stepping in the urine.
I guess they recognized that the sight of all that water flowing by might provoke an overwhelming urge in a wine-addled mind.

TAM, in the mid-80s there were still many places like that in Europe. There were like facilities in (W) Germany when I lived there. There we signs that directed you to the pissor. At some small bierfest the pissor was just an area behind a large object. In some bars the urinal was nothing more than a tile wall with a lip on the floor to force the liquid down a drain (sometimes the drain just flowed to the ground outside).

The Canton police officer who was caught on camera making death threats, and yelling and screaming at people he pulled over, is eligible to get his job back.

Unless I am misreading the articles.. Harless won the RIGHT to get his job BACK (yes he should be in jail,, but that is another post),, but with the condition of a passing medical endorsement. Which he has not been given, nor does he have his job back.. .. He did not get back pay and the article included "Harless suffers from PTSD and "Major Depression". Says he doesn't acknowledge wrongdoing, that his medical condition does not excuse his behavior (double speak for "arrest me now"), that he doesn't feel he is a threat to himself or others with these conditions, that he is getting "temporary total disability payments" from Workers' Comp, applied for disability pension, been deemed incapable of working."
SO the OP and the LEO involved got canned for bad judgement and citing something minor that common sense showed was not the right choice.
Officer Harless, has PTSD, Depression, verbally and physically abuses citizens at least two times that is know, threats to kill citizens at least two times that we know.. and has a job waiting for him if cleared by a doc at some time later.
Crazy world we live in, that much is clear... Justice much less so.
