It's the same logic behind arresting someone committing a crime instead of just running them off. If you just make them leave, there is no deterrence. According to the police report, the man, Ahmed Sidi Aleywa, claimed that he didn't know that the vehicle was an ambulance and that he doesn't speak English.
If the guy doesn't know what an ambulance looks like in this country, then he necessarily can't know any given car isn't one and shouldn't be booting anything until he figures it out. In some places, the boot is a pre-cursor to a tow. Basically, the boot keeps the illegally car parked where it is until a tow truck can arrive. Then the owner of the car would have to pay the fine for illegal parking plus the tow fee, and if left longer than a day, lot/storage fees.
