I looked all over (?) the DPS/CHL website today and did not find the answer to this question. I found where modified and/or suspended CH licenses must be surrendered but I could not find where EXPIRED licenses must be surrendered.
Who knows, do EXPIRED Texas CH licenses have to be returned/surrendered?

Nope. The law only allows one valid license, but does not address expired licenses. I keep mine as a keepsake. I thought that our renewal Instructor said the expired cards must be surrendered but I could find neither requirement nor reason.

The law only requires "modified" licenses to be returned. A "modified" license is DEFINED as one where the handgun class (SA or NSA) has been changed. Expired licenses, name/address changes, or any other changes EXCEPT for handgun class do not need to be returned.
