Mostly neutral I think, except for some comments like:

Across town, before heading to the shooting range Saturday with the class that included 26 teachers, Felker said permitting educators to pack heat would deter potential attackers.

I'm hoping he really didn't say packing heat. I personally don't have a problem with it but I find most journalist use it in a manner to imply some sort of wannabe attitude.
