I'd file that under "O" for "Overabundance of caution".
or... maybe.. "B" for "Better safe than sorry".
or... maybe.. "L" for turning "Lemons into Lemonade"
I'd wager that cash flow is an issue for shops waiting with no end in sight for distributors to re-supply them. Better to spend a bit extra on freight and be able to charge your customers' credit card for the bits actually shipped than to sit around waiting for $100 worth of magazines to finish a $500 order of otherwise in-stock goods.
Any way you file it, I approve of the move.

IF an EO is issued, a lawsuit will follow immediately. Then the courts will suspend the EO while they sort out the legal issues. That will take months, possibly years. Meanwhile, it will be business as usual.
