out of state renewal/help from CHL instructor

Need help .. I just recently PCSd from Texas to Virginia and only have about 6 months left on my CHL. This will be my second renewal and I uses my AF small arms qual to skip the range. My dilemma is 1. Finding an instructor who does the class over the internet and 2. If I have to submit new fingerprints (haven't since new digital requirement).

Can anyone point me in the right direction to get my renewal, of course this one will be my non resident one, which stinks because it costs me Colorado and neither my Va or Pa pick it back up....

Texas CHL classes, even renewals, must be taught in Texas, and in person.

The good news is, you do not need to submit new fingerprints.

And this time around, I need to be on my next renewal to qualify to skip the class right?

I'm usually pretty good at interpreting legalese... but.. 411.185 has me stumped..
Reading what folks are saying on the internets, your THIRD RENEWAL would not require a class.
GC §411.185. RENEWAL. (a) To renew a license, a license holder must:
(1) complete a continuing education course in handgun proficiency under Section 411.188(c) within the six-month period preceding:
(A) the date of application for renewal, for a first or second renewal; and
(B) the date of application for renewal or the date of application for the preceding renewal, for a third or subsequent renewal, to ensure that the license holder is not required to complete the course more than once in any 10-year period;

re: Renewals: Question 23
the Concealed Handgun law authorizes certain individuals to be exempted from all or portions of the continuing education (renewal course). These exemptions are generally for some peace officers and some military members. Standard applicants may be exempted at their third consecutive renewal. You may contact us at CHL to determine if you may be exempt. Please note that even if you are exempt from the continuing training, as a CHL holder it is still your responsibility to be aware of any new laws pertaining to concealed handguns. We will use existing fingerprints and photos on file for renewal applications. However, sometimes the quality of those prints originally submitted no longer meets the State or FBI standards. If we are unable to use the fingerprints on file, you will be notified to obtain a new set of prints along with instructions on where you must be fingerprinted.
