My word... At what point does the stupidity become great enough that the perpetrators of said stupidity can legally be considered not human?

While publishing the map wasn't a good idea, it seems to me that people should be more outraged at the lack of security these schools are providing. As usual, it's all about the appearance of security instead of real security.
