I'm confused about what do do with regard to fingerprints for the Virginia application. They sent me a fingerprint card which must be completed by a law enforcement agency, and they do not accept electronic fingerprints. But the State of Texas has gone completely to electronic fingerprints contracted out to Morpho Trust. So ... I'm not sure what to do about getting fingerprinted on Virginia's card.

One of the non-resident CHL's I'd like to have is Virginia, because it has a reciprocal agreement with Ohio, and I also have grandchildren in Virginia and go visit them frequently. I know Texas and Virginia have a reciprocal agreement, but I'd like to add Ohio and I'd like to have the official Virginia connection since I'm there so often.

Local PD might do it. Some still do ink, some don't.
If you are in DFW area, we still roll inked prints at Cabela's in Ft Worth.

Virginia only accepts inked fingerprints done by LE.

The Virginia statute governing the issuance of Nonresident Concealed Handgun Permits requires the fingerprint impressions be obtained by a law enforcement agency, only. Private agencies and/or electronic submission of the prints is not authorized.
I sincerely apologize to anybody I offended by suggesting the Second Amendment also applies to The People who don't work for the government.

How about this? Do the fingerprints have to be done AT a law enforcement agency location, or can they simply be done by any law enforcement officer? If you know someone that fits the bill and can get access to the equipment, maybe they can do it for you after duty hours.

My local PD does fingerprints for a $5.00 fee (got mine done for a BATFE explosive user's permit, but a federal court case made the LEUP moot before I had submitted the application). And if they won't do it, call one or two of the suburban agencies and you'll probably find someone who will do it.

Here's my update: I called the Lubbock Police Department. Sure enough, they do fingerprinting for citizens on Tuesdays from 8:00 a.m. to 12:00 noon. The Virginia Concealed Handgun Permit fingerprints card is a standard size and format recognized by a universal fingerprint-reading-and-printing program. At the LPD, the individual (a female clerk, highly capable although not a LEO) in charge of fingerprints took my prints on an electronic reader, and, when the program was satisfied with the quality, it printed my fingerprints right onto the Virginia card. Voila! $10.00 fee, and I was in and out in less than 15 minutes. Virginia CHP application is in the mail and on its way to Richmond!
