As things currently stand, Active military get free CHLs.
As I understand it, this bill increases the fees for Active Texas Military Forces to $25? However Federal active military will still get their CHL's free?

Nope. Active regular U.S. military is still free. It reduces current veterans, and law enforcement and state guard from $35 to $25

EDIT TO ADD: To clarify 411.1991 only relates to those that are veterans, not active. 411.1951 applies to active military (including state militaryRenewal fee: Reduces the CHL renewal fee for certain honorably discharged veterans, current members of the state military forces, and certain peace and correctional officers to $25. Effective Sept. 1, 2013.

Currently the code states:
Texas Military Forces includes both Texas National Guard and State Guard.§ 411.1951
(b) Notwithstanding any other provision of this subchapter, the department shall waive any fee required for the issuance of an original, duplicate, modified, or renewed license under this subchapter if the applicant for the license is:
(1) a member of the United States armed forces, including a member of the reserves, national guard, or state guard; or
